Fred Bartlit, the lead counsel for the presidential panel says that so far the panel agrees with ’90 percent ‘of a BP report on the causes of the explosion and sinking of the rig Deepwater Horizon.

The lead counsel for the presidential panel study of the Gulf Oil Spill said Monday that his investigation so far has not found evidence of past support, widespread public speculation that BP safety to save money as well drilled Macondo sacrificed.

The presentation of his preliminary findings to the panel, general counsel Fred Bartlit said: “To date we have no instance where a man a conscious decision to dollars for the safety of it.”

Bartlit also said that based on the work of his team so far, they agreed with “90 percent” of a September report by BP into the causes of the explosion and sinking of the Deepwater Horizon derrick, including 11 men slain and spat nearly 5 million barrels of oil – the worst oil spill at sea in American history.

Conclusions of the Commission, together with those of several other ongoing studies are likely to have significant implications for public policy makers and the many court cases pending against BP.

Bartlit shied away from assigning blame in a disaster that several other agencies are investigating and it seems to be the result of many factors that came together at the disastrous night of April 20. “We are not legal opinions on liability, negligence or gross negligence or legal issues have to do,” said Bartlit. “It’s a difficult thing to do. Our effort is to look at causes, not liability.”

During the first two days of hearings in Washington, and his team Bartlit many important questions, while posing new ones.

For example Bartlit said his investigation showed that the explosion probably caused by oil and gas went through the cement at the bottom of the pit straight up the drill pipe, rather than on the outside of the pipe, the strengthening of BP’s argument that a decision to less protective devices on the sides of the pit will not lead to the explosion.

But the research also showed that BP and Halliburton, which hold them on well done, knew in advance that the glue they were using was defective and that “pre-job laboratory data to a redesign of cement slurry asked” eventually used in the well.
